Ministrul apărării naționale, Angel Tîlvăr, a avut o întrevedere cu secretarul american al apărării, Lloyd J. Austin III, joi, 30 martie, în contextul vizitei oficiale pe care o desfășoară în Statele Unite ale Americii.

Vizita în SUA reprezintă o reconfirmare a relațiilor excelente pe dimensiunea de apărare în cadrul Parteneriatului Strategic româno-american şi, totodată, o nouă oportunitate pentru discutarea principalelor teme de interes comun. În acest sens, agenda de discuții a celor doi oficiali s-a axat pe subiecte legate de evoluțiile situației regionale de securitate în contextul războiului de agresiune al Federației Ruse în Ucraina, cu accent pe modalități concrete de consolidare a cooperării militare bilaterale, aprofundarea cooperării la Marea Neagră, continuarea prezenței forțelor armate ale SUA în România și în regiunea Mării Negre, respectiv contribuția la postura aliată de descurajare şi apărare pe flancul estic.

În cadrul discuțiilor, demnitarul român a punctat relațiile excelente pe dimensiunea de apărare, în cadrul extins al Parteneriatului Strategic Româno-American.

„Vizita mea în Statele Unite vine într-un moment simbolic, când celebrăm 30 de ani de Parteneriat cu Statul Alabama, un pilon important în drumul către dezvoltarea unei relații excelente de Parteneriat Strategic. Alături de consolidarea profilului României în cadrul Alianței Nord-Atlantice și Uniunii Europene, aprofundarea și extinderea Parteneriatului Strategic cu SUA reprezintă o componentă importantă a politicii externe și de securitate a țării noastre”, a transmis ministrul Tîlvăr la debutul întrevederii.

În ceea ce privește sprijinul pentru Ucraina, ministrul apărării naționale a evidențiat eforturile României, alături de cele ale comunității statelor democratice.

„Salut rezultatele deosebite obținute pe palierul sprijinului pentru Ucraina sub conducerea secretarului american al apărării, Lloyd Austin, în cadrul Grupului de Contact în domeniul apărării. România, în calitatea sa de stat membru UE și NATO, a acordat sprijin multidimensional pentru Ucraina și va continua să facă acest lucru atât timp cât va fi nevoie ”, a adăugat oficialul român.

Oficialul român s-a referit și la situația de securitate regională și aprofundarea cooperării, apreciind că este nevoie de o strategie la Marea Neagră, precum și de o consolidare a prezenței aliate în această regiune și implicit în România. În context, a adresat mulțumiri Statelor Unite pentru contribuția consistentă cu forțe și capabilități dislocate pe flancul estic al Alianței, inclusiv în România.

„Credem că este nevoie urgentă de o strategie cuprinzătoare, multi-domeniu, pentru Marea Neagră, sub coordonarea SUA, care să implice actori-cheie din regiune. Acest lucru va crea o politică mai solidă, construită în jurul prezenței consecvente și persistente a SUA și a NATO și a unui leadership activ al SUA în regiune. Prezența robustă a forțelor SUA în România, suplimentată anul trecut cu Brigada 2 Infanterie, sub comanda Diviziei 101 Aeropurtate este o altă dovadă de solidaritate a ceea ce înseamnă angajamentul Statelor Unite pentru securitatea la Marea Neagră” , a afirmat ministrul apărării.

În perspectiva Summit-ului NATO de la Vilnius, din iulie 2023, oficialul român a menționat necesitatea implementării deciziilor adoptate în cadrul Summit-ului NATO de la Madrid, de anul trecut, adoptarea unor decizii consistente privind securitatea la Marea Neagră, precum și identificarea unor măsuri concrete pentru sprijinul Ucrainei și partenerilor din regiune, precum Republicii Moldova.

„România este astăzi un aliat solid, de încredere, un stat care demonstrează ambiție, voință politică, precum și capacitatea de a contribui concret și credibil la implementarea priorităților comune, de viitor, inclusiv prin asumarea fermă a rolului de furnizor de securitate în regiunea Mării Negre”, a mai precizat ministrul Angel Tîlvăr, citat de mapn.ro

Vizita oficialului român marchează celebrarea a 30 de ani de la semnarea parteneriatului dintre Forțele Armate Române și Garda Națională a Statului Alabama. În acest context, ministrul apărării naționale va avea o serie de întrevederi, în Washington DC și în statul Alabama, cu oficiali americani din cadrul Departamentului Apărării, Consiliului Național de Securitate, cu Guvernatorul statului Alabama și membri ai Congresului, precum și cu reprezentanți ai unor institute de cercetare și analiză renumite în sfera studiilor de securitate.  De asemenea, va participa la evenimente organizate pentru a marca cei 30 de ani de parteneriat cu Garda Națională din Alabama, în Montgomery.

SECRETARY OF DEFENSE LLOYD J. AUSTIN III: Mr. Minister, welcome to the Pentagon. It’s a pleasure to host you here this morning, and after 25 years of our relationship, the U.S.-Romania relationship, and our strategic partnership has never been stronger.

And it’s especially important over the past year after Russia’s cruel and unprovoked invasion of Ukraine. Russia’s trying to change the borders of a peaceful and sovereign neighboring country by aggression and force. That’s a threat to security in the region, and as a direct result of — on the core principles — and a direct (editors note: assault) (sic) on the core principles of shared values that make us all safer.

Mr. Minister, we’re grateful to Romania for hosting an increased presence of U.S. and allied forces in your country. You know, in 2021, I saw the outstanding relationship between our two militaries firsthand when I visited the M.K. Air Base, and your generous support has bolstered deterrence along NATO’s eastern flank.

We’re also very grateful to the Romanian people for welcoming more than three million Ukrainian refugees and helping provide them with humanitarian assistance.

Today, I look forward to discussing a range of topics, including Russia’s reckless war of choice in Ukraine, security in the Black Sea and the broader region and Romanian’s ongoing defense modernization investments. We’ll also talk about our priorities ahead of the NATO Summit in Vilnius in July.

And finally, I’d like to salute the 30th anniversary of Romania’s state partnership with the Alabama National Guard.

And Mr. Minister, thanks again for making the trip, and I look forward to a great discussion today.

DEFENSE MINISTER ANGEL TILVAR: Thank you, Secretary of Defense. Good morning, everyone.

First, allow me to express my deepest condolences to the families and to the American people on the tragic events in Nashville.

Then I want — that for us, for me, it is such a distinguished honor to be here today. My visit to the United States comes in a symbolic moment, as you mentioned, as we celebrate 30 years of state partnership program between Romania in the state of Alabama, a key milestone on the pathway to our remarkable strategic partnership, 30 years of excellent cooperation between the Romanian Armed Forces and the National Guard of Alabama.

Few moments in our recent history have been greater transforming and mobilizing force than the launch of the Romanian-U.S. strategic partnership 26 years ago back in 1997. Alongside NATO and E.U. membership, our strategic partnership is one of the main pillars of our national foreign and security policies. Our partnership is more solid and dynamic than ever, especially in these very difficult times when the war of aggression of the Russian Federation in Ukraine is challenging the future of the entire Euro-Atlantic security, proving once again that Russia is the most significant and direct threat to the European, Euro-Atlantic and regional security.

President Putin hoped to divide us, but he failed. Our response was firm and united. Both E.U. member states and NATO allies, Romania among them, have individually provided support to Ukraine since the beginning of the full-scale war. We also salute the incredible results of the Ukraine Defense Contact Group under the leadership of you. It is a very efficient instrument of coordinating of all our efforts in supporting Ukraine. We commend the U.S. steadfast contribution to consolidating the security in our region and the reinforcing the deterrence and defense posture on NATO’s entire eastern flank, especially in the Black Sea region. A stronger U.S. force posture in Europe, adding more air, land, maritime, cyber and space capabilities is much appreciated and needed in this very hard times.

Another proof of U.S. solidarity and commitment to the Black Sea region’s security is the robust U.S. military presence in Romania supplemented in 2022 with the 2nd Infantry Combat Brigade Team under the 101st Airborne Division Command. We are looking forward to hosting the 1st Infantry Combat Brigade Team of the 101st Airborne Division and the command elements of the 10th Mountain Division.

Moreover, given today’s very complicated security situation in our part of the world, but with great impact on the entire Euro-Atlantic stability, we assess the current U.S. footprint in Europe and that should stand for the new baseline for a permanent U.S. force posture in Europe and in Romania. We have already enough proof that what happens in the Black Sea doesn’t stay in the Black Sea, and that’s why we consider that the U.S.-European-Euro-Atlantic response will have a decisive role for the future of the rules-based international order and for the credibility of Euro-Atlantic efforts in support of security, stability and prosperity in our and other regions, including the Indo-Pacific, as well as in tackling other global challenges.

We are looking forward to continue all the good work we are doing together, Romania and the United States, for the benefit of our countries. Our strategic partnership is excellent, and we are ready to extend our defense cooperation in order to face all common challenges.

Secretary Austin, you can count on Romania, as we can always rely on United States of America. Thank you.

U.S.-Romanian Defense Leaders Discuss Strategic Partnership

Romania is steadfast NATO ally and one of the frontline states as Russia continues its unprovoked and brutal invasion of Ukraine.

Austin said Russia’s invasion is a threat to security in the region. The attack on Ukraine is also an attack on “the core principles and shared values that make us all safer,” he said.

In the wake of the Russian invasion, Romania stepped forward to host an increased presence of U.S. and NATO forces. “I saw the outstanding relationship between our two militaries firsthand when I visited, visited [Mihail Kogalniceanu] air base, and your generous support has bolstered deterrence along NATO’s eastern flank,” the secretary said. “We’re also very grateful to the Romanian people for welcoming more than 3 million Ukrainian refugees and helping provide them with humanitarian assistance.”

Tilvar said President Vladimir Putin’s Russia is the most significant and direct threat to European, Euro-Atlantic and regional security. “President Putin had hoped to divide us, but he failed,” the defense minister said. “Our response was firm.”

And it remains firm. Romania has been part of the Ukraine Defense Contact Group since the beginning of that forum, and Tilvar complimented Austin on the way he has managed the group. The group “is a very efficient instrument of coordinating of all our efforts in supporting Ukraine,” the minister said. “We commend the U.S. steadfast contribution to consolidating the security in our region and reinforcing the deterrence and defense posture for NATO’s eastern flank, especially in the Black Sea region.”

In addition to the Russian invasion, the two men discussed security in the Black Sea area and Romania’s on-going defense modernization program. They also discussed the upcoming NATO summit that will be held in Vilnius, Lithuania, in July.
